Actually in the history of LEGO only 2 sets were actually cancelled prior to release and this happened to be one of them, the other was 21000 Sears Tower. There are reports by brickarchitect.com that of a couple dozen of these sets made it to circulation and were sold at the two Lilliputs retail stores in Johannesburg, South Africa. The original 21038 LEGO Architecture Skylines Las Vegas set included the Mandalay Bay Hotel hotel in the skyline. The set was redesigned in response to a mass shooting event in October of the previous year at the Mandalay Bay Hotel, replacing it with a different building, the Bellagio Hotel in set 21047. Due to the extremely limited release speculation this would be one of the rarest LEGO sets available. In fact, we have never seen set 21038 before other than in a few circulating pictures online. The current value for a new and sealed Las Vegas is estimated to be around $3,114 today, with an average annual growth of about 35.4%. However, it is expected to level off to around 12.7% annual growth next year. Current used prices for Las Vegas range from $2,536 to $2,976, depending on the set's condition, with an average price of $2,585 for those in good overall condition. Las Vegas is a rare LEGO set. We have not seen set 21038-1 available in good/new condition online or in retail stores for over 2 years. Given how hard it is to find, the estimated value in new condition of $3,114.03 may not reflect its true collectible worth.
