Minifigures are the reason a lot of people buy LEGO at all — but nobody prices them that way. We ran the numbers across every currently-stocked set in our European price database: cheapest live price ÷ number of minifigures.
The answer is emphatic, and it is not the big licensed playsets.

What the ranking actually tells you
Battle packs win outright. Clone Trooper & Battle Droid Battle Pack puts 9 minifigures in a €15.96 box — €1.77 each, less than a single blind-bag minifigure costs. Army-builder packs exist to sell you bodies, and it shows.
Advent calendars are the sleeper. Six of the top twelve are Christmas calendars. The Star Wars Advent Calendar 2025 alone contains 14 minifigures for €26.95. If you don't care about the December ritual, a post-Christmas calendar is one of the cheapest routes to a pile of figures in existence.
Display sets are the worst value — and that's fine. A €450 flagship with 14 figures works out around €32 per figure, but you aren't buying figures, you're buying the build. The ranking is only useful if minifigs are what you're after.
The catch worth knowing
Cheap-per-figure sets are cheap because the figures are often repeats — five identical clone troopers, seven near-identical villagers. If you want distinct characters, advent calendars beat battle packs comfortably: their figures are all different, and several are calendar-exclusive.
